Summary: It follows that there is more mileage for regulators to illicit compliance through responsive regulation. In order to entice compliance through responsive regulation, each firm is required to write its own rules. Once these rules are ratified, any violation of them would constitute an offense. The company would be required to establish its own internal compliance inspectors to make sure these rules are obeyed and recommend disciplinary actions when they are violated. If management fails to take action, then the director of compliance will report the matter to the relevant agency to deal with. The role of the compliance agency would be to determine whether the company rules are in accordance with government policies, to ensure that the compliance group is independent of the corporate bureaucracy, to audit the performance of the internal compliance group, to conduct spot checks on the firm’s compliance unit in order to ensure that they are making an attempt to detect violations, and to launch persecution for companies who subvert the compliance process
